INVITATION FOR BID

1. Yobe State Ministry of Water Resources wishes to invite eligible interested bidders/suppliers to submit their tender for the procurement of:

• SOLAR HYBRID SUBMERSIBLE PUMPS AND ACCESSORIES.

2. ELIGIBILITY REQUIREMENT:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) of Nigeria;
ii. Company Income Tax Clearance Certificate (TCC) for the last three (3) years (2021, 2022 & 2023);
iii. Company Audited accounts for three (3) years (2021, 2022 & 2023);
iv. Company’s profile
v. Evidence of Financial Capability including Bank reference letter indicating willingness to provide credit facility if/when necessary and needed.
vi. Evidence of registration with Yobe State Bureau on Public Procurement.

3. Document for submission should be accompanied with a forwarding letter duly signed by MD or his equivalent to the office of the Director of Planning, Research and Statistics, Ministry of Water Resources.

4. Interested eligible bidders/vendors are to submit two copies of their tender documents in a sealed envelope addressed to Permanent Secretary Ministry of Water Resources Yobe State clearly marked ‘Tender Document’ and delivered not later than 12:00 noon on the 24th May, 2024.

5. A complete set of bidding documents may be purchased by interested eligible bidders/vendors upon payment of non-refundable fee of One Hundred Thousand Naira Only (N100, 000.00)

6. Bids will be publicly opened in the presence of the vendors/bidder’s designated representatives at the Conference Hall of the office of the Director of Planning, Research and Statistics Ministry of Water Resources by 12:00 noon on 24th May, 2024.

INVITATION TO TENDER

1. Tenders are hereby invited from suitably qualified companies to carry out the project stated below;

i. Installation of All-in-One led solar powered street lights in Eweshi, Amoji, Ike-Onicha and Obi-Aka communities, Onicha-Ukwuani in Ndokwa West Local Govt. Area.
ii. Installation of All-in-one led solar powered street lights at Ogbe-Ijoh and selected communities in Warri South West local govt. area.
iii. Installation of All-in-one led solar powered street lights in Ibabu/Ibabu Obi – Ukpo/ Ugiliamai communities in Onicha- Ukwuani west local govt area.
iv. Installation of All-in-one led solar powered street lights in Utagba – Uno community, Onicha Ukuani in Ndokwa west local Govt, area.

2. Tender applications forms and documents are to be collected from the office of the Department of Planning, Research and Statistics, Ministry of Urban Renewal Asaba, upon non-refundable payments of the prescribed fee.
3. Tenders must be accompanies by the following:
i. Evidence of registration as a contractor with Delta State Government
ii. Evidence of registration with the Corporate Affairs Commission;
iii. Evidence of valid Tax clearance certificate
iv. Verifiable contact address of Business office(s) premises, utilities bill etc
v. Evidence of payment of the tender fee of N150,000.00 for project;
vi. Evidence of professional/Technical qualifications’
vii. Evidence of financial capability
viii. Evidence of similar previous jobs successfully executed
ix. Evidence of DSIR Card/Utility bills;
x. Evidence of Registration with the DSCHC
xi. Evidence of Memorandum/Articles of Association
xii. Statutory Returns including Audited Accounts for last 3 years;
xiii. State your completion period,
xiv. Affidavit of verification/Declaration of non-conflict of interest must be included by winning bidder;
xv. Warranty of goods purchased must be included by winning bidder.

4. Tenderers are advised to visit and inspect the project sites before tendering. For this purpose, tenderers should contact the Director, Planning, Research & Statistics of the Ministry of Urban Renewal.
5. All tender documents which should be in six copies each, together with the completed BOQ should be put in a wax sealed envelope addressed to:

3. ELIGIBILITY REQUIREMENTS
All bidders must present the following:
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name with form BN1 is also acceptable for services;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the National Directorate of Employment or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023)
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
m) For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)
n) Consultancy service: evidence of current registration/accreditation with relevant regulatory professional bod (ies) such as CMD, NITDA, CPN, CMD, COREN, QSRBN, ARCON, CORBON ETC.
o) Payment of grants: CBN licence for the payment services solution provider
p) Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA)
q) All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

2. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years (valid till 31st December 2024;

• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.

k) For ICT projects: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria;
l) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
m) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
n) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
o) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
p) Electricity Jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA)
q) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

3. ELIGIBILITY REQUIREMENTS
Interested contractors should submit the following documents duly signed, separated by dividers and arranged in the order outlined hereunder;
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name is also acceptable for services;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal Ministry of Innovation, Science and Technology or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
m) Consultancy services: Evidence of firm’s accreditation/registration with the Centre for Management Development (CMD);
n) For ICT Jobs: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria;
o) For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)
p) Original equipment manufacturing (OEM) Certificate or Authorization letter from OEMs/Accredited dealers
q) Electricity Jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA)
r) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

3. ELIGIBILITY REQUIREMENTS
Interested Contractors should submit the following documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder.
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7; Business name with Form BN1 is also acceptable for consultancy services;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024 with minimum average annual turnover of N50 million;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Forestry Research Institute of Nigeria or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) List of plant/Equipment with proof of ownership/lease;
m) Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles
n) For supply of other Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria ;
a) For Corporate Training: Evidence of firm’s current accreditation issued by the Centre for Management Development (CMD)
o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF BID DOCUMENTS (GOODS & WORKS)
Bidding documents will be available for collection by interested bidders at each procuring entity’s Office upon presentation of evidence of payment of N10,000.00 non-refundable tender’s fee per Lot, paid into the Institute’s/College’s Treasury Single Account of each procuring entity as shown in the table in paragraph 5 below.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents;
a) Evidence of Certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 or Business Name where applicable;
b) Evidence of firm Tax Clearance Certificate (or personal Income tax clearance certificates of all the partners in case of Business Name) for the last three (3) years valid till 31st December 2024.
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit:
• disclosing whether or not any officer of the relevant committees of the National Lottery Trust Fund or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h) Company’s Audited Accounts for the last three (3) years- 2020, 2021 & 2023;
i) Reference letter from a reputable commercial bank in Nigeria, indicating a willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum vitae of key staffs to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc
k) Evidence of firms’ registration with relevant professional bodies such as COREN, QSRBN, ARCON, CORBON, CMD, NEMSA, NITDA & CPN etc
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of Awards, valuation Certificates, Job Completion certificates and Photographs of the projects
m) Works: List of plant/Equipment with proof of ownership/lease;
n) Evidence of firm’s current accreditation issued by the Centre for Management Development (CMD)
o) Medical equipment: letter of authorization from the original Equipment Manufacturers listed in the approved policy for procurement of Health and Medical Equipment for tertiary hospitals in Nigeria;
p) For supply of other Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria ;
q) ICT: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria
r) Electricity Jibs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);
s) Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
t) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be transmitted with a Coverage /Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affair’s Commission (CAC), contact address, telephone number (preferably GSM No.) and email address. 4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are requested to collect the Tender documents from the procurement Unit (3rd floor,), National Lottery Fund Headquarters no 9 Oyi River Crescent, Off IBB way, Maitaima, Abuja, between 10:00am to 4:00pm only one working days upon a payment of non-refundable tender fee of N10,000.00 per lot. 5. SUBMISSION OF BID DOCUMENTS (GOODS AND WORKS)
Prospective bidders are to submit bid for each of the Lot desired, a hard copy each of the technical and financial bids packaged separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelope together in a bigger sealed envelope addressed to

6. SUBMISSION OF EOI
Interested Firms are to submit the Expression of Interest (EOI) for each of the Lot desired, in two (2) hard copies and soft copy each (one original & one copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon on Tuesday, 14th May, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Tuesday, 14 May, 2024 and 12:00 noon Tuesday, 28 May, 2024, respectively, to NIGERIAN NATIONAL MERIT AWARD HOUSE, NO.22 J. T. AGUIYI IRONSI STREET, MAITAMA ABUJA, while the financial bids will be kept un-opened. Please ensure you sign the Bid Submission Register in the Procurement Unit as the Agency will not be held liable for misplaced or wrongly submitted bids.

8. GENERAL INFORMATION
a. EOIs/Bids must be in English Language
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots;
d. All costs will be borne by the bidders;
e. The EOls/Technical Bids Opening will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies, and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online.

k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) Works: List of Plants/Equipment with proof of Ownership/Lease agreement. Irrevocable lease letter & any lease letter above five (5) years from the date of submission of tender in response to this advertisement are not acceptable;
m) For procurement for Motor Vehicles; Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
n) For supply of equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)

Interested companies are to collect the Standard Bidding Documents (SBD) from the Office of the Head of procurement, Sokoto Rima Rivers Basin Development Authorities, Damale Kaita House, ground floor on evidence of non-refundable tender fee of N10, 000 (Ten Thousand Naira) only per lot, paid into the Sokoto Rima Rivers Basin Development Authorities Remita Account in any commercial Bank.

5. SUBMISSION OF TENDER DOCUMENTS
CATEGORY A – INVITATION TO TENDER (WORKS AND GOODS)
Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with soft copy of financial bid only in MS Excel Format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to: Managing Director, Sokoto Rima Rivers Basin Development Authority, KM 10, Gusau Road Sokoto State and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box at the address in 4.0 above, not later than 12:00 noon on Tuesday 28th May, 2024.

CATEGORY B – PREQUALIFICATION (WORKS & GOODS)
Prospective bidders are to submit Prequalification documents for each of the Lot desired, two (2) hard copies each of the technical bids packaged separately in sealed envelopes and clearly marked as “Technical Bid” and addressed to: Managing Director, Sokoto Rima Rivers Basin Development Authority, KM 10, Gusau Road Sokoto State and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box at the address in 4.0 above, not later than 12:00 noon on Tuesday 4th June, 2024.

CATEGORY B – EXPRESSSION OF INTEREST (EOI) CONSULTANCY SERVICES
Interested firms are to submit two (2) bound copies of Expression of Interest (EOI) documents, separated by dividers. The documents should be submitted in a sealed envelope and addressed to Managing Director, Sokoto Rima Rivers Basin Development Authority, KM 10, Gusau Road Sokoto State and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box at the address in 4.0 above, not later than 12:00 noon on Tuesday, 14th May, 2024.

6. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the Technical bids will be opened immediately after the deadline for submission 12:00 noon on Tuesday 14th May, 2024, and 12:00 noon Tuesday 28th May, 2024, respectively, at the Authorities Board Room, Sokoto in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid submission Registrar when submitting your bids at the address stated in 4.0 above, as the Authority will not be held liable for misplaced or wrongly submitted EOIs/bids.

Category B – Prequalification (Works & Goods)
The prequalification documents will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 4th June, 2024 at the Authorities Board Room, Sokoto in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the Bid submission Registrar when submitting your bids at the address stated in 4.0 above, as the Authority will not be held liable for misplaced or wrongly submitted bids.

7. GENERAL INFORMATION
a) Bids and Expressions of Interest (EOI) must be made in English Language and signed by an official authorized by the bidder.
b) Bids and Expressions of Interest Documents submitted after the deadline for submission would be returned unopened;
c) Bidders should not bid for more than two (2) Lots
d) All cost will be borne by the bidders as the Ministry will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with response to this invitation.
e) Non-compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process
f) Bids with values of N300 million and above for works and bids with value of N100 million and above for goods & Services must be accompanied with 2 % Bid Security.
g) Bid security should be provided alongside financial bids in a separate envelope clearly labeled “Bid Security Submitted by name of the bidder, Lot No:
h) Due diligence would be observed as all the documented claims by the contractors are subject to verification
i) Representative of any company should be accompanied with authorization letter and must be included in the bidding documents, failure to comply will lead to disqualification.
j) Bidders should note that detailed scope of works and specifications for projects in categories A are contained in the Standard Bidding Documents.
k) The technical bids will be opened in the presence of CSOs and professional bodies and covered by video recording, invitation link will be sent to the bidder who chooses to join the bid openings online.
l) Category A: Only prequalified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
m) Category B: Only prequalified bidders at technical evaluation will be invited at a later date for collection of tender documents;
n) Category C: Only Shortlisted consultants will be invited at a later date for collection of Request for proposals;
o) The Sokoto Rima River Basin Authority is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
