1. INTRODUCTION
Kwara State University, Malete intends to execute and complete its TETFUND years 2024 Intervention Allocation, in order to create an atmosphere conducive for teaching, learning, research, and thus ensuring a likeable and functional University system for its community.

Interested, competent consortiums (Architect, Structural Engineer, Electrical Engineer and quantity surveyor) are invited to submit Expression of Interest for the project.

2. SCOPE OF SERVICES
CATEGORY A: PHYSICAL INFRASTRUCTURAL INTERVENTION
Consortium of Consultants;
i. Architect
ii. Structural Engineer;
iii. Mechanical Engineer
iv. Electrical Engineer and
v. Quantity Surveyor
For Lot 3: proposed construction of workshop building for Centre for sustainable energy.

3. ELIGIBILITY REQUIREMENTS
Interested and competent consultants wishing to carry out services on Maintenance work for the building should submit EOI; however failure to fulfill any of the under listed requirements will render the bid disqualified;
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 Business name with form BN1 is also acceptable for services;
b. Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024; with minimums average annual turnover of N20 Million
c. Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g. Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Kwara State University, Malete, Kwara State or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h. Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j. Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters;
l. Evidence of firm’s current registration with relevant regulatory professional body such as COREN, QSBRN, ARCON etc;
m. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF EOI DOCUMENTS
Prospective firms are to submit two (2) bound of Expression of interest (EOI) documents separated by divider and arranged as indicated above. The documents should be submitted in sealed envelopes and addressed to the Vice Chancellor, Office of the Vice-Chancellor Kwara State University, Malete and clearly marked with the project intervention name of the project.
Furthermore, the reverse of each envelope should bear the name and address of the bidder and drop in the designated tender box at the office of the Registrar, Kwara State University, Malete not later than 12:00 noon, Monday, 27th May, 2024.

5. OPENING OF EOI DOCUMENTS
The EOI will be opened immediately after the deadline for submission 12:00 noon, Monday, 27th May, 2024, in the council chamber of Kwara State University, Malete in the presence of bidders or their representative, please, ensure that you sign the Bid Submission Register in the office of the Registrar, Kwara state University (KWASU), Malete with the secretary, second floor, Administrative buildings, KWASU, Malete. 1. INTRODUCTION
The Federal University of Agriculture, Abeokuta, (FUNAAB) master plan was developed based on the National Universities Commission (NUC) guidelines and approved as of 1991. Since the approval of the master plan, several demographic, physical and structural developments have take place making the review of the plan inevitable, hence the call for Expression of Interest (EOI) for the review of the University Master Plan to cover the period 2025-2035.

2. SCOPE OF SERVICE
The existing master plan consists of 10 chapters covering; the introduction, University Philosophy and Administrative Structures, Environmental Survey of Permanent Site, Population and Space Projection, Master Plan, Transportation and Infrastructure, Architectural Design Guidelines, landscapes design concepts and guidelines, development cost and phasing as well as an implementation strategy.
A detailed site investigation was carried out before the existing Master Plan was developed. Physiographic and perceptual analysis of site was made. Detailed soil investigations were conducted. Topographic survey is also available. The existing master plan consists of detailed study of alternative sources of water supply to the University and has made proposal on service such as Roads, Electricity, Telephone, Drainage, Refuse Disposal etc;

3. IMPORTANT AREAS OF REVIEW
Important areas the review of the university Master Plan will cover include the following:
a. Updating of new existing land use map of the University in digital format.
b. Developing of a new physical development proposal.
c. Development of new land use and service (Roads, Electricity, Telephone, Drainage, Refuse Disposal etc)
d. Phased development plans
e. Implementation strategies and cost elements.

4. THE REVISED MASTER PLAN
The master planner will be expected to propose a reviewed master plan to comply with:
a. NUC guidelines and Standards
b. The peculiarities of the Federal University of Agriculture, Abeokuta
c. The limited funding Universities are currently experiencing. The implication being that the master plan proposed to the University shall be one that can be implemented within current budgetary constraints.
d. The university base population, which is 21,000 in 2024 and growth rate of 10% is envisaged till 2035.

5. ELIGIBILITY REQUIREMENTS
Interested bidders are required to submit two (2) bound tender documents duly signed, paginated separated by dividers and arranged in the order outlined hereunder;
a) Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 or business name where applicable;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2024; the minimum average turnover required is N100 million
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.

k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;

n) For supply of other equipment: letter of authorization as representative of the original equipment manufacturers (OEMs);
o) Consultancy services: evidence of firm’s current registration with relevant regulatory professional body(ies) such as COREN, QSRBN, ARCON, ESVARBON, CORBON etc;
p) Electricity jobs: evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA);
q) Bid security should be submitted where tendered sum if N300m & above for works and N100m & above for Goods and Services;
r) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

3. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under listed requirements to be eligible in this procurement process;

p. For training: evidence of registration with Centre for Management Development (CMD) or equivalent;

Action Against Hunger tackles the causes and effects of hunger and diseases that threaten the lives of vulnerable children, women and men. Established in France in 1979, Action Against Hunger is a non-governmental, Non-political, non-religious, non-profit organization.

This external evaluation’s objective is to assess the project’s overall objective in terms of effectiveness, relevance, efficiency, coherence, impact and sustainability as it is being implemented in the targeted communities in Borno State’s Monguno, Kaga, Magumeri, Konduga, and Nganzai LGAs in Nigeria. the main goal of this evaluation is to rate the project’s overall success in relation to the predetermined overall outcomes and objectives.

Profile of the consultant (Qualification and Experience)

The external evaluator/team must have previous experience conducting external evaluations for conflict responses and substantial experience and knowledge of humanitarian response mechanisms. Additionally, the following qualities are highly coveted;

  • Proven expertise in at least one pertinent industry, as well as significant experience (5-8) years in the coordination, implementation, monitoring, and evaluation of emergency response programs (Food Security and Livelihoods, Nutrition and Health, WASH).
  • It is crucial to have prior experience evaluating humanitarian response projects (experience of evaluating BHA-funded projects is desirable).
  • Proficiency in English and the capacity to produce reports that are concise and clear (examples of previous work will be requested)
  • Beings aware of the specific requirements for this evaluation as well as BHA’s requirements as a humanitarian donor.
  • Capability to manage time and resources while meeting deadlines.

3. ELIGIBILITY REQUIREMENTS

l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of Awards, valuation Certificates, Job Completion certificates and Photographs of the projects
m) Works: List of plant/Equipment with proof of ownership/lease;
n) Evidence of firm’s current accreditation issued by the Centre for Management Development (CMD)
o) Medical equipment: letter of authorization from the original Equipment Manufacturers listed in the approved policy for procurement of Health and Medical Equipment for tertiary hospitals in Nigeria;
p) For supply of other Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria ;
q) ICT: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria
r) Electricity Jibs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);
s) Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;

The Federal Government of Nigeria has allocated some funds to Ministry of Solid Minerals Development Headquarters, Abuja in the year 2024 Appropriation Act for the execution of Policies, Ministry wishes to Programmes and Projects towards achieving the mandate of the Ministry. Accordingly, the invites reputable Contractors, Service Providers or proven competence and experience to tender for Goods, Works, Pre-qualification & Expression of interest (EOI) for the execution of the following projects in compliance with Section 19, 23 & 25 of Public Procurement Act (PPA), 2007.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders must possess the under-listed requirements to be eligible in the procurement;
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC 1.1 or CAC2 and CAC7;
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31 December, 2024;
iii. Evidence of Pension Clearance Certificate valid till 31 December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above);
iv. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31″ December 2024;
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
vii. Sworn affidavit
• Disclosing whether or not any officer of the relevant committees of Ministry of Solid Minerals Development or the Bureau of Public Procurement is a former or present Director, stakeholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That the company is NOT in receivership or insolvency or bankruptcy;
• That no Director of the company has ever been convicted in any country of any criminal offense bordering on fraud or financial impropriety;
viii. Company’s Audited Accounts by FIRS for the last three years (2021, 2022 & 2023);
ix. Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
xi. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
xii. Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
xiii. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
xiv. For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)
xv. Consultancy service: evidence of firm’s current registration with relevant regulatory professional body(ies) such as COMEG, ARCON, COREN, QSRBN, CORBON, ICAN/ANAN etc
xvi. For training programme: evidence of firm’s current registration/accreditation with Computer professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA);
xvii. Lot C15: evidence of current registration with the Financial Reporting Council of Nigeria;
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (CATEGORY A & B)
Interested and competent bidders for Category A and B above except Lot G1 & G5-7 requested to collect the Standard Bidding Documents (SBD) from the Ministerial Tenders Board’s (MTB) Secretariat upon presentation of evidence of payment of non-refundable Tender Fee of N10, 000:00 per Lot to the Ministry of Solid Minerals Development Headquarters, Abuja REMITA account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF DOCUMENTS FOR PREQUALIFICATION & EXPRESSION OF INTEREST
Prospective Applicants are to submit two (2) hard copies of the Pre-qualification or Expression of Interest Documents in a sealed envelope for Lot G1 & G5-7 and Category C & D respectively with address to the Permanent Secretary, Ministry of Solid Minerals Development Headquarters, No 2, Luanda Crescent, off Adetokunbo Ademola Crescent, Wuse II, Abuja. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder or Service Provider and drop in the designated Tender Box at the Ministerial Tenders Board’s (MTB) Secretariat, Procurement Department in the Ministry’s Annex Building, Mindiver’ Office not later than 12:00 Noon on Tuesday, 14 May, 2024.

6. SUBMISSION OF TENDER DOCUMENTS(Category A and B above except lot G1 & G5-7)
Prospective bidders are to submit two (2) hard copies each of the Technical and Financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bid” Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Permanent Secretary, Ministry of Solid Minerals Development Headquarters, No 2, Luanda Crescent, off Adetokunbo Ademola Crescent, Wuse II. Abuja and clearly marked with (the name of the project and the Lot Number). Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Ministerial Tenders Board’s (MTB) Secretariat, Procurement Department in the Ministry’s Annex Building, Mindiver’ Office not later than 12:00 Noon on Tuesday, 28 May, 2024.

7. OPENING OF DOCUMENTS FOR PREQUALIFICATION & EXPRESSION OF INTEREST (EOI)
Only the documents on Pre-qualification and Expression of Interest would be opened immediately after the deadline for submission at 12:00 noon on Tuesday 14th May, 2024 in the Honourable Minister’s Conference Hall, Block C, Minerals & Metals Complex, Ministry of Solid Minerals Development Headquarters, Wuse II Abuja.

8. OPENING OF TECHNICAL BIDS (Category A and B above except Lot G1 & G5-7)
Only the technical bids would be opened immediately after the deadline for submission at 12:00 Noon on Tuesday, 28th May, 2024 in the Honourable Minister’s Conference Hall, Block C Minerals & Metals Complex, Ministry of Solid Minerals Development Headquarters, Wuse II Abuja.

9. GENERAL INFORMATION
a. All submissions must be made only in English language;
b. Due diligence exercise would be conducted to verify the claims made by the winning bidder or service provider before approval of award
c. Bids/EOI submitted after the deadline for submission would be returned unopened;
d. Applicants should not bid for more than two (2) lots;
e. Bids/EOI wrongly packaged would be rejected;
f. All cost of submission of tender documents would be borne by the bidder;
g. The EOI/technical bids will be opened in the presence of bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and private professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
h. Invitation to tender: Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
i. Prequalification: only prequalified bidders at technical evaluation would be invited at a later date for collection of tender documents;
j. Consultancy Services: Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
k. The Ministry of Solid Minerals Development is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
