INVITATION TO TENDER AND EXPRESSION OF INTEREST (EOI) FOR 2024 CAPITAL AND ZONAL INTERVENTION PROJECTS AND IGR
1. INTRODUCTION
The National Lottery Trust Fund (NLTF) is an agency of the Federal Government established under section 35 of the National Lottery Act 2005 to implement good causes for the benefit and wellbeing of all Nigerians. In compliance with the requirements of the Public Procurement Act, 2007, and in pursuance of its statutory mandate, the NLTF management intends to undertake the procurement of under listed goods, woks and services. Accordingly, interested reputable firms are hereby invited to submit bids for the under listed supplies of goods, works and service as provided under the 2024 Capital Appropriation Budget/IGR.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders are required to submit the following documents;
a) Evidence of Certificate of incorporation issued by Corporate Affairs Commission (CAC) including forms CAC2 and CAC7 or Business Name where applicable;
b) Evidence of firm Tax Clearance Certificate (or personal Income tax clearance certificates of all the partners in case of Business Name) for the last three (3) years valid till 31st December 2024.
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit:
• disclosing whether or not any officer of the relevant committees of the National Lottery Trust Fund or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
h) Company’s Audited Accounts for the last three (3) years- 2020, 2021 & 2023;
i) Reference letter from a reputable commercial bank in Nigeria, indicating a willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum vitae of key staffs to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON etc
k) Evidence of firms’ registration with relevant professional bodies such as COREN, QSRBN, ARCON, CORBON, CMD, NEMSA, NITDA & CPN etc
l) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years, including letters of Awards, valuation Certificates, Job Completion certificates and Photographs of the projects
m) Works: List of plant/Equipment with proof of ownership/lease;
n) Evidence of firm’s current accreditation issued by the Centre for Management Development (CMD)
o) Medical equipment: letter of authorization from the original Equipment Manufacturers listed in the approved policy for procurement of Health and Medical Equipment for tertiary hospitals in Nigeria;
p) For supply of other Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria ;
q) ICT: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria
r) Electricity Jibs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);
s) Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
t) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be transmitted with a Coverage /Forwarding letter under the Company/Firm’s Letter Head paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affair’s Commission (CAC), contact address, telephone number (preferably GSM No.) and email address. The letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm
4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are requested to collect the Tender documents from the procurement Unit (3rd floor,), National Lottery Fund Headquarters no 9 Oyi River Crescent, Off IBB way, Maitaima, Abuja, between 10:00am to 4:00pm only one working days upon a payment of non-refundable tender fee of N10,000.00 per lot. Procedures:
Make payment online via Remita account Number 0161016001, in favor of The National Lottery Fund and photocopy of the payment receipt must be attached to the tender documents during submission.
5. SUBMISSION OF BID DOCUMENTS (GOODS AND WORKS)
Prospective bidders are to submit bid for each of the Lot desired, a hard copy each of the technical and financial bids packaged separately in sealed envelope and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelope together in a bigger sealed envelope addressed to
THE EXECUTIVE SECRETARY/CEO, NATIONAL LOTTERY TRUST FUND,
NO. 9 OYI RIVER CRESCENT, OFF IBB BOULEVARD, MAITAMA ABUJA
The documents shall be clearly marked with the name of project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box located at the reception of the Agency’s Head office not later than 12:00noon Tuesday 28th May, 2024.
6. SUBMISSION OF EOI
Interested Firms are to submit the Expression of Interest (EOI) for each of the Lot desired, in two (2) hard copies and soft copy each (one original & one copies). The EOI should be addressed as indicated above and submitted not later than 12:00 noon on Tuesday, 14th May, 2024.
7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Tuesday, 14 May, 2024 and 12:00 noon Tuesday, 28 May, 2024, respectively, to NIGERIAN NATIONAL MERIT AWARD HOUSE, NO.22 J. T. AGUIYI IRONSI STREET, MAITAMA ABUJA, while the financial bids will be kept un-opened. Please ensure you sign the Bid Submission Register in the Procurement Unit as the Agency will not be held liable for misplaced or wrongly submitted bids.
8. GENERAL INFORMATION
a. EOIs/Bids must be in English Language
b. EOIs/Bids submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than Two (2) Lots;
d. All costs will be borne by the bidders;
e. The EOls/Technical Bids Opening will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and Private Professional bodies, and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online.
f. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
g. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
h. Consultancy service: Only shortlisted firms will be invited at a later date for collection of Request for Proposal (RfP);
i. The National Lottery Trust Fund is not bound to shortlist any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act, 2007
