1. INTRODUCTION
The Forestry Research Institute of Nigeria and her colleges under the Federal Min Environment, intends to undertake the procurement of Works, Goods & Services under the capital and zonal intervention projects/programmes under the 2024 Appropriation accordance with the provisions of the Public Procurement Act, 2007. To achieve this, Institute, (FRIN) and her Colleges hereby invites interested and competent Conte Suppliers and Service Providers with cognate experience wishing to participate in the process in any areas listed in the Table Below:

3. ELIGIBILITY REQUIREMENTS
Interested Contractors should submit the following documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder.
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7; Business name with Form BN1 is also acceptable for consultancy services;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners) for the last three (3) years valid till 31st December 2024 with minimum average annual turnover of N50 million;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Forestry Research Institute of Nigeria or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) List of plant/Equipment with proof of ownership/lease;
m) Only companies included in the National Automotive design and development Councils approved list of Local manufacturers of vehicles or their authorized representatives should bid for the vehicles
n) For supply of other Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the Approved Policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria ;
a) For Corporate Training: Evidence of firm’s current accreditation issued by the Centre for Management Development (CMD)
o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF BID DOCUMENTS (GOODS & WORKS)
Bidding documents will be available for collection by interested bidders at each procuring entity’s Office upon presentation of evidence of payment of N10,000.00 non-refundable tender’s fee per Lot, paid into the Institute’s/College’s Treasury Single Account of each procuring entity as shown in the table in paragraph 5 below.

5. SUBMISSION OF TECHNICAL AND FINANCIAL BIDS (GOODS & WORKS)
Interested bidders are to submit one hard copy of technical bids in a separate sealed envelope with inscription “Technical Bid for the project title” and Two hard copies of the Financial Bids (one original, one photocopy) in a separate sealed envelope with inscription “Financial Bid for the project title” while the two envelopes shall be sealed in a bigger third envelope with inscription” Technical and Financial Bid for the project title” shall be delivered on or before 12:00 noon on Monday 10th June, 2024. 6. SUBMISSION OF EOI DOCUMENTS
Interested Firms in Services are to submit the Expression of Interest (EOI) for each of the Lot desired, in and submitted not later than 12:00 noon on Monday 10th June, 2024, three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above.

7. OPENING OF EOI DOCUMENTS
The Eol and the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday 10th June, 2024 at the Institute/various Colleges, while the financial bids will be kept un-opened.

8. GENERAL INFORMATION
a. Late submission of bids shall be returned un-opened;
b. All submissions must be made in English Language and signed by an official authorized by the bidder;
c. Submission of bids to the INSTITUTE/COLLEGES is neither a commitment nor an obligation to award any contract in any contractor or supplier.
d. All costs will be borne by the bidders;
e. The advertisement for technical and financial bidding should not be construed as a commitment on the part of FRIN/College Management, nor shall it entitle any contractor or supplier to make and seeks any indemnity from the institute/college.
f. Goods & Works: Only pre-qualified bidders at technical evaluation will be invited at a later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened
g. Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
h. Consultancy service: Only shortlisted firms will be invited at a later date for collection of Request for Proposal (RfP);
i. The FRIN and her colleges are not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.

j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
k) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
l) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
m) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
n) For Mapping/Satellite Imaging and related services, contractors/service providers must be registered with National Space Research and Development Agency (NASRDA), the repository of satellite images over Nigerian as required by the law.
o) For Motor Vehicle procurement, only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the procurement;
p) For IT jobs: evidence of accreditation with computer professional registration council of Nigeria and National Information Technology Development Agency;
q) Training: evidence of registration with Centre for Management Development
r) Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA)
s) Health & Medical Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;

4. COLLECTION OF TENDER DOCUMENTS (GOODS AND WORKS)
The tender documents are obtainable from the office of the Director, Procurement, National Space Research and Development Agency, Abuja upon the payment of a non-refundable tender fee of N10,000 (ten Thousand naira) only per lot, to NASRDA TSA account. Firms interested in services will not pay at this stage until after shortlisting.
NOTE: Revenue Reference Number (RRN) can be generated at the account section of the Agency to enable payment into the Agency’s Remita account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS (SERVICES)
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids with softcopy of the financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope addressed to the Director-General/CE, National Space Research and Development Agency; Pyakasa Junction, Airport road, Lugbe, Abuja and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated tender Box in the office of the Director, Procurement, NASRDA Headquarters, Abuja not later than 12:00 noon of Tuesday, 28th May, 2024.

6. SUBMISSION OF EOI DOCUMENT (SERVICES)
Interested firms are to submit two (2) bound copies of EOI documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope addressed as indicated above. And clearly marked with the name of project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated tender box in the office of the Director, Procurement, NASRDA Headquarters, Abuja not later than 12:00 noon of Tuesday, 14th May, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadline for submission at 12:00 noon of Tuesday, 14th May, 2024 and 12:00 noon of Tuesday, 28th May, 2024, respectively, in the Prof. Borroffice Ajayi Conference Hall, NASRDA Headquarters Abuja; while the financial bids will be kept un-opened. Please ensure that you sign the EOI/Bid Submission Register in the office of the Director, Procurement, Ground Floor, Admin Building, NASRDA Headquarters Abuja as the agency will not be held liable for misplaced or wrongly submitted bids.

8. IMPORTANT INFORMATION
a. EOIs/Bids must be in English Language and signed by an official authorized by the bidders
b. EOIs/Bids submitted after the deadline for submission would be returned un opened;

1. INTRODUCTION
In compliance with the requirement of the Public Procurement Act, 2007, the Federal Poltechnic Idah, Kogi State, wishes to invite reputable and seasoned firms with proven track record and expertise to submit bids for the under listed projects.

2. SCOPE OF WORKS

3. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2024 with minimum average annual turnover is N100m and above;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal Polytechnic Idah, Kogi State or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) For Supply of Medical and laboratory equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director of Procurement Unit, OFFAPIT Building, Federal Polytechnic, Idah on evidence of payment of a non-refundable tender fee of Ten Thousand only (N10,000.00) per lot, paid into the Federal Polytechnic, Idah Kogi State’s remita account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope addressed The Rector, Federal Polytechnic, Idah, Kogi State and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated tender Box in the Directorate of Procurement Office, Federal Polytechnic Idah not later than 12:00 noon on Tuesday, 28th May, 2024.

6. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon Tuesday, 28th May, 2024, at the Federal Polytechnic, Idah Multi-purpose Hall in the presence of the bidders or their representatives while the financial bids will be kept un-opened.

7. GENERAL INFORMATION
a) Bids must be in English Language and signed by an official authorized by the bidder;
b) Bids submitted after the deadline for submission would be returned unopened;
c) All cost will be borne by the bidders;

1. INTRODUCTION
The Federal Government of Nigeria has allocated funds to the Federal College of Agriculture, Akure in the 2022 Appropriation Act for the Execution of Policies, programmes and projects. Accordingly, in compliance with the provisions of the Public Procurement Act (PPA), 2007, the Federal College of Agriculture, Akure wishes to invite experienced and competent contractors and suppliers for the execution of the following projects.

3. ELIGIBILITY REQUIREMENTS
Prospective bidders should submit the following documents:

n) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

5. SUBMISSION OF BIDS
Prospective bidders are to submit two (2) hard copies of technical bid and one (1) financial bid packaged in different sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid” and addressed to the Provost, Federal College of Agriculture, Akure, Ondo State and clearly marked with the name of the project and the lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated tender box located at the College International Conference Hall Akure not later than 12:00 noon Tuesday 19th March, 2024.

6. OPENING OF PRE-QUALIFICATION DOCUMENTS AND TECHNICAL BIDS
Only the Technical bids will be publicly opened immediately after the deadline for submission at 12:00 noon Tuesday 19th March, 2024, in the College International Conference Hall Akure, while the financial bids will be kept un-opened. All enquiries are to be directed to the Head of Procurement, Procurement Department, Federal College of Agriculture, Akure.

7. ADDITIONAL INFORMATION
i. No bidder should bid for more than two (2) lots;
ii. The College shall verify all the claims made by applicants shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
iii. Bidders who have worked for the college and have history of poor performance, abandonment, termination and/or prolonged contract execution period need not apply as their bids shall be excluded from the process in line with section 16 (8)(b) of the PPA, 2007;
iv. All costs incurred in responding to this advertisement shall be borne solely by the Bidders;
v. This advertisement shall not be construed as a commitment on the part of the College;
vi.
