2. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years (valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024(this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);

• disclosing whether or not any officer of the relevant committees of the Small & Medium Enterprises Development Agency of Nigeria or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.

k) For ICT projects: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria;
l) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the vehicles;
m) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSRBN, ARCON, CORBON etc;
n) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
o) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
p) Electricity Jobs: Evidence of current license issued by Nigerian Electricity Management Services Agency (NEMSA)
q) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

l) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
m) Consultancy services: Evidence of firm’s accreditation/registration with the Centre for Management Development (CMD);
n) For ICT Jobs: evidence of firm’s registration with the National Information Technology Development Agency (NITDA) and computer professionals Registration Council of Nigeria;
o) For supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturer (OEMs)
p) Original equipment manufacturing (OEM) Certificate or Authorization letter from OEMs/Accredited dealers

3. ELIGIBILITY REQUIREMENTS
Interested contractors/suppliers and service providers are required to submit the following documents
a) Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC1.1 or CAC2 and CAC7. Business name with form BN1 is also acceptable for services;
b) Evidence of firm’s Tax Clearance Certificates (personal income tax clearance certificates for all the partners in case of Business Name) for the last three years valid till 31st December, 2024,
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;

• disclosing whether or not any officer of the relevant committees of the National Space Research and Development Agency or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

i) Comprehensive Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON etc;
j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
k) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
l) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
m) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
n) For Mapping/Satellite Imaging and related services, contractors/service providers must be registered with National Space Research and Development Agency (NASRDA), the repository of satellite images over Nigerian as required by the law.
o) For Motor Vehicle procurement, only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorized representatives should bid for the procurement;
p) For IT jobs: evidence of accreditation with computer professional registration council of Nigeria and National Information Technology Development Agency;
q) Training: evidence of registration with Centre for Management Development
r) Electricity jobs: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA)
s) Health & Medical Equipment: Letter of Authorization from the Original Equipment Manufacturers listed in the approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
t) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (GOODS AND WORKS)
The tender documents are obtainable from the office of the Director, Procurement, National Space Research and Development Agency, Abuja upon the payment of a non-refundable tender fee of N10,000 (ten Thousand naira) only per lot, to NASRDA TSA account. Firms interested in services will not pay at this stage until after shortlisting.
NOTE: Revenue Reference Number (RRN) can be generated at the account section of the Agency to enable payment into the Agency’s Remita account in any reputable commercial bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS (SERVICES)
Prospective bidders are to submit two (2) hard copies each of the technical and financial bids with softcopy of the financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, the two sealed envelopes should be put together in a bigger sealed envelope addressed to the Director-General/CE, National Space Research and Development Agency; Pyakasa Junction, Airport road, Lugbe, Abuja and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated tender Box in the office of the Director, Procurement, NASRDA Headquarters, Abuja not later than 12:00 noon of Tuesday, 28th May, 2024.

6. SUBMISSION OF EOI DOCUMENT (SERVICES)
Interested firms are to submit two (2) bound copies of EOI documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope addressed as indicated above. And clearly marked with the name of project and lot number. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in the designated tender box in the office of the Director, Procurement, NASRDA Headquarters, Abuja not later than 12:00 noon of Tuesday, 14th May, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadline for submission at 12:00 noon of Tuesday, 14th May, 2024 and 12:00 noon of Tuesday, 28th May, 2024, respectively, in the Prof. Borroffice Ajayi Conference Hall, NASRDA Headquarters Abuja; while the financial bids will be kept un-opened. 8. IMPORTANT INFORMATION
a. EOIs/Bids must be in English Language and signed by an official authorized by the bidders

c. No bidder should be bid for more than one (1) lot in a section, and not more than two (2) lots is overall; violation is automatic disqualification
d. Prospective bidders are to submit two (2) hard copies each of the technical and financial bids with softcopy of the financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. 6. OPENING OF TECHNICAL BIDS
The Technical document shall be opened immediately after the deadline for the submission of bids 12:00 noon on Wednesday, 5th June, 2024 in the Office of the Vice Chancellor’s Conference room, Confluence University of Science and Technology Osara Kogi State in the presence of all bidders and representatives while the financial bid will be kept unopened. 7. GENERAL IFORMATION
a. Bids must be in English Language and signed by an official authorized by the firm;
b. Bids submitted after the deadline for submission would be returned unopened;

2. The entity hereby invites sealed bids from eligible interested bidders/vendors for the execution of the above described project;
3. To qualify for consideration, interested companies/bidders are required to respond to this invitation with the following documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.

5. Interested eligible bidders/vendors may obtain further information from the office of the director of Planning, Research and Statistics, Ministry of Agricultural and Natural Resources, Damaturu, Yobe State and collect bidding documents during office hours (0900 to 1500hours).

6. A complete set of bidding documents may be purchased by interested eligible bidders/vendors upon payment of non-refundable fee of Fifty Thousand Naira Only (N50, 000.00)

3. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7 or business name with form BN1 is also acceptable for service;
b) Evidence of Company’s Income Tax Clearance Certificates (or personal Income Tax Clearance Certificates for all partners in case of Business name) for the last three (3) years valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal College of Animal Health and Production Technology, Vom, Jos or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023);
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications;
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates and photographs of the projects;
l) Works: List of Plants/Equipment with proof of Ownership/Lease agreement;
m) For training programme: Evidence of firm’s current accreditation issued by the Centre for Management Development (CMD)
n) For supply and installation of solar: Evidence of current licence issued by Nigerian Electricity Management Services Agency (NEMSA);
o) Health and Medical Equipment: Letter of Authorization from the Original equipment manufacturers listed in the approved policy for procurement of Health and Medical Equipment for Tertiary Hospitals in Nigeria;
p) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
Note: All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. 6. SUBMISSION OF EXPRESSION OF INTEREST (EOI) (LOTS 2-6)
Interested firms in services are to submit the Expression of Interest (EOI) for each of the lot desired, in three (3) hard copies each (one original & two copies). The EOI should be addressed as indicated above and submitted not later than 12: 00 noon on Monday, 18th March, 2024.

7. OPENING OF EOI AND TECHNICAL BIDS
The EOI and the technical bids will be opened immediately after the deadline for submission at 12: 00 noon on Monday, 18th March, 2024 and 12:00 noon, Thursday 4th April, 2024 respectively, in the College Board, while the financial bids will be kept un-opened.
