TENDER PACKAGE NO: FMT/PROC/2024/001

1. INTRODUCTION
The Federal Government of Nigeria has provided funds in the 2024 Appropriation Act to the Federal Ministry of Transportation for the execution of policies, Programmes and Projects aimed at achieving its mandate. To this end, experienced and reputable suppliers, contractors and consultant/service providers are hereby invited to tender for the under-listed goods.

2. SCOPE OF SUPPLIES:

3. ELIGIBILITY REQUIREMENT
Interested and competent contractor, suppliers and consultant service providers wishing to carry out any project listed above are required to submit the following documents. Failure to fulfill any of the under-listed requirements will render the bid, disqualified.
a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC 1.1 or CAC 2 and CAC7, business name with Form BN1 is also acceptable for service;
b) Evidence of Company’s Income Tax Clearance Certificates for the last three (3) years valid till 31st December 2024;
c) Evidence of Pension Clearance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 15 and above).
d) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2024 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2024;
f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2024 or valid Certificate issued by BPP;
g) Sworn affidavit
• disclosing whether or not any officer of the relevant committees of the Federal Ministry of Transportation or Bureau of Public Procurement (BPP) is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That no director has been convicted in any county for any criminal offence relating to fraud impropriety or criminal misrepresentation of falsification of facts relating to any matter.
• That the company is not in receivership, the subject of any form or bankruptcy proceedings of the subject of any form of winding up petition or proceeding
• That the company does not have existing loan or financial liability with a bank, other financial institutions of third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months.
h) Company’s Audited Accounts for the last three years (2021, 2022 & 2023)
i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
j) Company’s profile with the curriculum Vitae of key staff to be deployed for the project, including copies of their academic/professional qualifications such as COREN, QSDRBN, ARCON, CORBON, SURCON, Solicitor of the supreme court of Nigeria etc;
k) Company profile with documentary evidence of at least three (3) similar jobs/supplies executed in the last five (5) years including letters of awards, valuation certificates, job completion certificates etc;
l) Lot G1: Company’s Evidence of current licence/accreditation with computer professionals registration council of Nigeria and National Information Technology Development Agency (NITDA);
m) For supply of equipment: letter of Authorization as representative of the Original Equipment Manufacturer (OEMs);
n) Lot G3: evidence of firm’s current registration with the publishers or Booksellers Association of Nigeria.
o) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);
p) All documents for submission must be submitted with a Covering/Forwarding letter under the Company’s letter head paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM No) fax and email address. The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.
Note that documents/information must be arranged and submitted in the sequence/order as listed above;

4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Documents (SBDs) and in a single stage two cover system from the office of the Director, Procurement, 6th Floor, Federal Ministry of Transportation, Bukar Dipcharima Building, Central Business District, Abuja, on evidence of payment of a non-refundable tender fee of N10,000.00 (Ten thousand Naira) only, per lot, paid into Remita E-Collection Account/TSA of the Federal Ministry of Transportation Hqtrs – 022900100100 in any reputable commercial Bank in Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the lots in One original & Two (2) copies of completed technical and financial bids (including softcopy of financial bid in MS Excel format, packaged separately in sealed and clearly marked as “Technical Bid” and “Financial Bid”. Envelopes for the Technical and Financial Proposals shall be duly marked “Technical bids and “financial bids” respectively. The two sealed envelopes should be put together in a bigger envelope addressed to the Permanent Secretary, Federal Ministry of Transportation/Marine & Blue Economy, Bukar Dipcharima Building, Central Business District, Abuja, and clearly marked with the name of the project and lot number. Furthermore, the reverse of each sealed envelope should bear the company’s name and address; and should be the deposited in the tender box at the address at paragraph 4 above, not later than 12:00 noon Monday, 17th June, 2024. Late bids shall be returned un-opened.

6. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadlines for submission at 12:00 noon, Monday, 17th June, 2024, at the Training Hall, Ground Floor, Federal Ministry of Transportation/Marine & Blue Economy, Bukar Dipcharima Building, Central Business District, Abuja, in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please, ensure that you sign the bid submission register at the address stated in 4.0 above, as the Ministry will not be held liable for misplaced or wrongly submitted bids.

7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidders
b. Bidders submitted after the deadline for submission would be returned un-opened;
c. Bidders should not bid for more than two (2) lots;
d. All costs will be borne by the bidders as the Ministry will not be held responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation;
e. Non-compliance with the conditions stated therein will lead to automatic disqualification of the bidder from the bidding process.
f. The technical bids will be opened in the presence of bidders or their representatives, CSOs in the areas of Anti-Corruption and Transparency and private professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
g. Only pre-qualified bidders will be invited at a later date for financial bids of unsuccessful bidders will be returned un-opened.
h. The Ministry of Transportation is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007; and

m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificates, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn affidavit are compulsory for each JV Partner);

5. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bids for each of the lots desired, two (2) hard copies of each technical and financial bid with softcopy of technical bids only in MS Excel format. Bids should be packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, the two sealed envelopes should be enclosed in a bigger sealed envelope clearly marked with “Name of Project” and “Lot No” on the right-hand corner, the name of the Bidder on the reverse side of the envelope and addressed to:

6. OPENING OF TECHNICALS BIDS
Only the technical bids shall be opened immediately after the deadline for submission at 12:00 pm on Tuesday, 25th June, 2024, at the Auditorium located at the Block of Flats of the Commission’s office building located at 174 Adetokunbo Ademola Crescent, Wuse II Abuja, in the presence of observers, bidders or their authorized representatives; while the Financial Bids will be kept un-opened. • AHNi requires compliance to the policies on Protection against Sexual Exploitation and Abuse (PSEA), and the violence against persons prohibition act (VAPPA, 2015) from its suppliers and partners. All prospective bidders must be in compliant to these important policies.

The letter head paper must bear the Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4. SUBMISSION OF PREQUALIFICATION DOCUMENTS
The title of the project should be written at the top left-hand corner of the envelope and should bear the name of the tendering contractor;
Completed Pre-qualification documents must be neatly bound and sealed in two separate envelopes clearly markd, at the top right corner of each of the envelopes with the title of project. E.g Technical bid for lot E2: Computerization of Administration

The completed and sealed documents should be deposited in the tender box in the office of the Director Procurement Room 7, behind Administrative block, Phase 3, IHU, OAUTHC Ile-Ife not later than 12: 00 noon on Tuesday 21st May, 2024. Please, ensure you sign the bid submission register in the office after submission.

5. OPENING OF PRE-QUALIFICATION DOCUMENTS
The submitted prequalification documents will be opened immediately after the deadline for submission at 12: 00 noon on Tuesday 21st May, 2024 in the Hospital Mini Auditorium, phase 3, IHU, OAUTHC Ile-Ife same day. 6. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidders
b) Bids submitted after the deadline for submission would be returned unopened;
c) Bidders should not bid for more than two (2) Lots
d) All cost will be borne by the bidders
e) The Obafemi Awolowo University Teaching Complex, Ile-Ife is neither committed nor obliged to shortlist any contractor or to award the contracts to any supplier agent.
f) The OAUTHC, ILE-IFE will only recognize and correspond with only authorized officers of the tendering companies and NOT through individuals or agents acting on their behalf.
g) This advertisement for invitation shall neither be construed as a commitment on the part of the part OAUTHC, ILE-IFE nor shall it entitle any contractor to make any claim whatsoever and/or seek any indemnity from the OAUTHC, ILE-IFE.
h) The technical bids will be opened in the presence of Bidders or their representatives, CSOs in the areas of Anti-corruption and transparency and private professional bodies; and will be covered by video recording; invitation link will be sent to bidder who chooses to join the bid opening online;
i) Only pre-qualified bidders at technical evaluation will be invited at later date for virtual financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;
j) Obafemi Awolowo University Teaching Hospitals Complex is not bound to prequalify and bidder reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement ACT 2007.
