INSPECTION OF STORAGE TANKS IN ALL NAOC LOCATIONS & MAINTENANCE OF STORAGE TANKS IN ALL NAOC LOCATIONS

1. INTRODUCTION
The Nigerian Agip Oil Company Limited (NAOC) intends to put in place an open contracts for i) inspection of storage tanks in all NAOC locations and ii) Maintenance of storage tanks in all NAOC locations. The contracts shall run for a period of three (3) years firm, plus one (1) year optional.

2. SCOPE OF WORK
Inspection
1. Mobilization and demobilization of all necessary materials, personnel and equipment to and from site.
2. Inspection of storage tanks using appropriate NDT techniques to assess and determine the integrity of the tanks, determine damage mechanisms, diagnose problems leading to loss of integrity, determine the scale of the problem and certify the facilities in accordance with the relevant industry standards and DPR regulations. The inspection methods to be used include but not limited to the following:
• Magnetic Particle/Dye Penetrant Inspection
• Radiographic/X-ray inspection
• Acoustic Emission Testing
• Ultrasonic Thickness Testing (Phased Array Ultrasonic, Automated Ultrasonic, Time-of-Flight Diffraction, Computed Tomography/Digital Imaging)
• Mechanical Strength Testing (Hardness, Tensile, Impact and Creep/Fatigue Test)
• Eddy Current (Electro-Magnetic) Testing
• Leak Testing
• Positive Material Analysis
• Hydrotest Inspection
• Detail EEMUA 159/API 653 Inspection of tanks
• Tank bottom Inspection by Magnetic Floor Leakage (MFL) inspection
• Metallographic Inspection

3. On completion of the inspection, contractor shall issue a comprehensive report detailing the inspection methods used, type and extent of defects found and the remedial works required. Contractor shall also prepare a risk matrix indicating the risk and consequences of failure of parts and whole parts of the equipment based on results of the NDT carried out
4. Contractor shall carry out detailed fit-for-fitness analysis and remaining life calculation using the inspection data based on relevant engineering standards and codes
5. Contractor shall provide all required inspection equipment/tools, personnel, materials, consumable. protective equipment such as coveralls, rain booths, hand gloves, eye goggles and helmets throughout the t duration of the project.
6. On completion of the work, the contractor shall remove all debris, barriers, spent coating materials, containers, off-cuts etc. from site, re-instate the work site and demobilize all his plants, equipment, personnel and temporary facilities from site

2b. Maintenance
This shall include but not limited to the following;
1. This shall include but not limited to the following Mobilization and demobilization of all necessary materials and personnel and equipment to and from site (this includes transportation of all construction materials and equipment)
2. Inspection of the crude storage tanks using appropriate NDT techniques to assess and determine the integrity of the tanks, determine damage mechanisms, diagnose problems leading to loss of integrity, determine the scale of the problem and certify the facilities in accordance with the relevant industry standards and NUPRC regulations. Contractor shall carry out detailed fit-for-fitness analysis and remaining life calculation using the inspection data based on relevant engineering standards and codes.
3. Scarify, cut off bund wall base and failed section of aprons/slope embankment sub- grade using non spark hand tools to a depth not exceeding 500mm and cart away to approved dump site (away from site).
4. Provide material and Backfill wall base to a thickness not exceeding 300mm with approved fill material (sharp sand) top in two compacted layers not exceeding 150mm each using safe manual non-spark hand tools.
5. Supply and lay stone base & cement mixed materials (0-100mm) to 100mm compacted thickness on bund wall base & aprons using safe and approved manual non-spark hand tools.
6. Furnish and apply a prime coat of MCO blinded with sharp sand at a rate of 12ltrs/sqm on bund wall base.
7. Furnish and apply a prime coat of MCO blinded with sharp sand at a rate of 1.2itrs/m2 on bund wall aprons (slope embankment).
8. Sweep, clean and make the primed surface free of any loose material, apply a tac coat of COLASA and lay 50mm (compacted thickness) hot rolled bitumen asphalt.
9. Repair on topside of pontoons.
10. Sectional repair/replacement of tank bottom plates and roof plates.
11. Repair on primary wind girder.
12. Repair of top deck.
13. Repair of handrails, stairway and landings on aerial walkway
14. Repair aerial walkway support/base
15. Repair of roof-mounted secondary seal plate
16. Retrofitting of tank bottom sacrificial Zn anode
17. Retrofitting circular impressed current cathodic protection groundbed
18. Repair/replacement seal
19. Repair of firefighting ring main and piping network
20. Repair of earthing system
21. Repair of sampling roof hatch and illumination
22. Replacement of bottom drain line complete with all accessories
23. Restore site to original state by removing all dis-used materials and debris resulting from construction works.
24. Restore site to original state by removing all dis-used materials and debris resulting from construction works.
25. Transport all dis-used materials and rubies from construction works at the site and transport all debris to the COMPANY

3. CONTRACTORS RESPONSIBILITIES
a. All facilities and equipment used during the execution of Services shall be maintained and fit for purpose. Maintenance plans for all the equipment and facilities related to the Services shall be submitted to the Company at agreed timelines.
b. CONTRACTOR shall provide the Workforce with the appropriate PPE for the required task and work environment.
c. CONTRACTOR shall provide and maintain fire-fighting system/equipment (eg fire extinguishers, fire safety gear, etc.) required by law, regulation or international standards for the offices space, warehouses, shore base, port, yards, docks and other areas used in performing Services
d. CONTRACTOR shall comply with Local regulations and laws related to taxes and social contributions for the workers.
e. CONTRACTOR shall comply with health, safety and environmental systems, policies and practices that meet or exceed the COMPANY’s health and safety standards. To this end, CONTRACTOR shall appoint qualified and experienced Health, Safety and Environmental Supervisors (HSE Supervisors) to manage its Health, Safety and Environmental policies.
f. CONTRACTOR shall promptly report all accidents, injuries and near misses and all the HSE reporting data to COMPANY as required by all applicable laws and regulations and Eni standards.
g. Contractor shall make available monthly HSE and Operations report to Company within the agreed timeline.

4. MANDATORY REQUIREMENTS
a. To be eligible for this tender exercise, interested contractors are required to be prequalified and live under the codes; 3.07.01 – Facility Maintenance, Non-destructive Testing and 1.08.01 – Heavy Duty equipment supply, installation and Maintenance) in the Nipex Joint Qualification System (NJQS) database.
All successfully pre-qualified suppliers in these categories will receive Invitation to Technical Tender (ITT).

5. NIGERIAN CONTENT
Bidders are invited to express complete understanding, willingness and commitment to develop in country capability and capacity for related items in compliance with the Nigerian Oil and Gas Industry Content Development Act (NOGICD Act, 2010).
1. Tenderer shall Demonstrate that entity is a Nigerian registered company with greater than 51% Nigerian shareholding Submit certified true copies of CAC forms 10,028 07 (or its equivalent, CAC 23,24,25, etc) Tenderer shall provide evidence of company registration on Nigerian Oil and Gas Industry Joint Qualification System (NOGIC JQS) and NUPRC certificate.
2. Provide detailed description of the location of in-country committed facilities & infrastructure (Not limited to technical office, and administrative space) in Nigeria to support this contract.
3. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume.
4. Provide evidence of any of the underlisted NCEC to demonstrate capacity and capability to execute the work scope:
Category 12,3,4 or 5 Construction and moveable (EC) equipment group.
Category 1,2,3,4 or 5 Fabrication and construction (FC) group NCEC
5. Comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s).

NOTE: Only Nigerian Companies are qualified for this service.
Bidders shall be requested to provide evidence to show their compliance with the above-listed requirements at the ITT stage.
Failure to meet the Nigerian Content requirements is a ‘FATAL FLAW

6. CLOSING DATE
Only tenderers who are pre-qualified with the relevant NJQS product/service categories, (3.07.01- Facility Maintenance: Non-destructive Testing and 1.08.01-Heavy Duty Equipment Supply Installation and Maintenance) as at 21st of May 2024 by 16:00hrs being the advert closing date and time, shall be invited to submit Technical Bids.
The strategy is to award two (2) contracts at the end of the tender exercise to the two (2) lowest commercially responsive bidders.

The contract will be progressed through the Nipex system.

OPERATION AND MAINTENANCE OF POTABLE WATER TREATMENT PLANTS AT NAOC LOCATIONS

1. INTRODUCTION
Nigeria Agip Oil Company Limited (NAOC) intends to put in place an open contract for the Operation and Maintenance of Potable Water Treatment Plants at NAOC locations for a period of four (4) years firm, plus one (1) optional extension of twelve (12) months.
NAOC, through this tender opportunity, announces to interested reputable Nigerian companies and NJQS prequalified companies of the defined scope of service hereunder.

2. SCOPE OF WORK
This shall include but not limited to the following:
1. Operation and maintenance of all existing and newly installed potable water treatment plants comprising mainly of a Reverse Osmosis RO unit, with aeration, pre-filtration, oxidative and adsorptive treatment and UV as well as Ozone generation units for the Potable Water Treatment facility at NAOC land area locations with a view of adequately provide clean potable water that meets WHO standards to the end users.
2. Design, installation and maintenance of new potable water plants to specification as may be required by NAOC.
3. The Contractor shall refurbish, maintain and where requested by company, modify or completely revamp the plants, s, the internal and external piping network in the existing water distribution network at the locations as may be required.
4. The contractor shall maintain existing overhead/aboveground tanks and when requested, install new tanks as may be requested by NAOC.
5. The contractor shall ensure adequate housekeeping by carrying regular cleaning and medicine flushing of the water storage and distribution network to eliminate bio film forming bacteria and eliminate scales.
6. Contractor shall carry adequate QC Cat all water plant in line with the regimen provided in the technical specification to ensure that water provided meets WHO specification.
7. Contractor shall provide personnel to operate service and maintain the water treatment plant to ensure that the key KPIs are met.
8. Contractor shall provide trained, competent and certified personnel, equipment, treatment chemicals, materials and other consumables to ensure smooth operation of the potable water plants.

3. CONTRACTOR’S RESPONSIBILITIES
a. Contractor shall provide qualified personnel specialized in water treatment / management, filtration and Reverse Osmosis technologies for potable water provision, maintenance of water treatment plants on large and small scale as well as personnel qualified in water sampling and analysis shall be utilized by Contractor for the activities in this Scope of work. Such persons may be registered professional engineers or persons recognized/certified as being capable of carrying out tasks related to Reverse Osmosis and Filtration water treatment by the Water Quality Association of America, US National Sanitation Foundation (NSF), UNESCO-IHE, US ASDWA (US Association of State Drinking Water Administrators) or an equivalent internationally recognized body
b. The contractor shall be responsible for daily operation and maintenance of water plant including periodic maintenance (periodic media replacement, daily housekeeping, tank / distribution line cleaning and medicine flushing, fixing leakages, servicing of hardware (ozone generators, UV, air-conditioners, reverse osmosis units etc.)
c. Contractor shall document and provide daily logging/quality control report of the potable water and all deviations/anomalies shall be promptly reported to NAOC supervising engineer and immediately work out plan to address the anomalies.
d. CONTRACTOR shall provide the Workforce with the appropriate PPE for the required task and work environment.
e. Contractor is responsible for the movement, logistics, transportation, accommodation, catering and feeding of all Contractor’s personnel

2. Tenderer shall provide detailed description of the location of in-country committed facilities not limited to technical and administrative office.

4. Tenderer shall provide evidence of category1,2,3 or 4 services and support (SS) group NCEC demonstrating ownership of equipment and or evidence to the utilized in this execution of the work scope.
5. Tenderer shall comply with the latest approved version of NCDM HCD guideline by committing (via a letter of undertaking) to providing project-specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institutions.
